Abstract

The information and communication technology possesses elements of power that can impose a change in sorts of working and management, and other fields precisely the governmental departments where it lifts performance, gaining time, money, and efforts As it provides modern electronic boom possibility of involvement of citizens and the civil society, and the policy debate through the direct dialogue and support decision-making. the policy formulation understands more of the citizen and his needs.From this perspective originated the idea of "E-government", and took most of the countries of the world and arrived in the implementation of advanced levels.

Because the E-government has become a must, both for developed countries or developing countries, it was imperative for these countries to follow certain strategies to enter into the field of the latter, here comes this paper to shed light on the E-government projects starting from strategy development to implementation official on the ground Indeed, the most important stages that might pass out these projects, as well as it identify the e-government project of Algeria 2013, and the most important thing, he brought this project to what is intended.
