Talking about Internet usage statistics in the Arab world at the present time is no longer a current issue that requires attention and study. The problem now is centered around the content of what is published on the Internet in the Arabic language. Scientific and technical information is considered one of the most important types of content available on the Internet, and the scientific journal is considered one of the vessels carrying this type of information. Arab scientific periodicals have taken their place on the Internet, either by creating a website for the periodical or making it available through a portal that brings together a number of scientific periodicals in various fields. The experience of the Center for Research in Scientific and Technical Media (CERIST), represented by the WEBREVIEW portal, is among the pioneering experiences in this field. This portal seeks to make Algerian scientific periodicals available via the open source SPIP software since 2002. In this study, we will try to shed light on the Algerian experience and compare it with foreign experiences by addressing the shortcomings of the Algerian experience, its prospects, and the elements that must be available in order for a project to make scientific periodicals to be a success.
