Abstract

   It became clear that the taylor and the elfried approach of management proven in practical its inability to keep pace with developments and successive changes and rapid developments in various fields, wish makes it imperative for all types and forms of organization to adopt with this challenge to change their methods used in management ,by practice the new principles and Mechanisms of management thought based on competence as a way of conduct and a model of organization and management, whereupon the put strategies suitable for attracting competencies ,then development there to bring it to the level of excellence.

    Then exploiting those competencies in the management process to achieve objectives of the organizations and ensure it remains and sustainability in the work environment described by instability

    From here this research paper came to identify this approach in management  and its importance, also justifications there applied in the organization of information clarify the results that can they would bring by adopting him To arrive at last to elaborate a proposal that includes steps that should be followed to information organization to adopt this approach and Take advantage of it.
