All successive international, regional and national treaties and charters have come to emphasize the multiple human rights and to establish a ground of legitimacy and credibility that establishes the originality of the exercise of those rights. The most important feature of these treaties and charters is that since its early existence, it has focused on freedom of expression, expression of opinion and the right of the human being to extract ideas, information and knowledge, to provide access to them and to circulate them for use in purposes that enhance his life. These conventions did not overlook a very important group in the society represented in the category of children. The contents of these conventions recognized broad doors and principles that affirm that it is a full human being and must enjoy many rights, This study, to highlight the issue of access to information from goal gate 16.10 of the goals of sustainable development United Nations Vision 2030, and to identify the ways and means of guaranteeing this right to children through the main library of public information in the valley information, knowledge, services and activities that Activating this right in the light of objective 16,10 on the one hand, and contributing to the global effort for development in accordance with Vision 2030 on the other hand.
