A study discussing one of the important reports that identified the basic principles for the structure of digital libraries, which were defined in 8 principles: The technical framework of the digital library that exists from the legal and social context, the terminology and the obstacles it causes when dealing with the concept of the digital library, the separation between the infrastructure and the contents of the digital library, the names and identifiers are the group of buildings for digital libraries, the digital library entities are more than small groups, the digital library entities. Available for use differs from the entities that store, care for information stored in repositories, users need intellectual works, not digital entities.
