Abstract

Although there is a project to develop public libraries in Egypt, the features of this development lack a general policy linking them to strategic, medium and short-term plans that achieve the desired goals of this development. This paper aims to suggest the foundations that should form this general policy in order for public libraries to perform their role. In providing individuals and groups with knowledge that enables them to develop themselves and then their society and transform it into a knowledge society. It also aims to propose long-, medium- and short-term plans that may contribute to achieving standard performance of these libraries, rationalizing their expenses, implementing cooperation programs and sharing resources between them, and then enabling them to be able to continue performing their activities and services.
