Strategy for implementing e-learning programs in Iraqi universities

E-learning programs are gaining their importance at the present time from their ability to overcome the problem of the knowledge explosion resulting from the enormous intellectual production in the various scientific and humanitarian fields. The inability of traditional education programs to comprehensively cover the objective aspects of various specializations within the specified period of time, in university education programs in particular. Today, Iraqi universities are trying to benefit from e-learning programs in developing the educational process after it has declined to a large degree over the past two decades. Although important steps have been made in this direction, especially at the level of providing equipment and laboratories, and ensuring connection to the Internet, traditional methods of education prevail in all universities. In addition, much of the equipment and laboratories that were equipped for e-learning purposes were consumed before they were truly invested. Or used for other purposes. In the best cases, these include providing Internet services, or computer teaching laboratories, and in other cases they are used for the purposes of printing official books and exam questions, or as lecture halls. This research aims to first reveal the failures and problems that hinder the implementation of the e-learning experience in Iraqi universities. Providing appropriate solutions that will overcome these problems and prepare for a start based on sound foundations inspired by global experiences in this field and based on international standards. Taking into account the specificity of the current reality of Iraqi universities.
