The free flow of scientific information between historical origin and definition

The concept of the free flow of scientific information appeared as one of the most common and most controversial terms in the beginning of the third millennium, denoting a term that was commonly used to indicate a new method or system of scientific communication, in support of human communication with those who share the researchers’ scientific interest, with the aim of integrating science and starting from where we left off. others, and then raise the level of scientific and technical research, all of this of course in accordance with considerations of fair practice and fair use of copyright. But when did this concept appear? What are its definitions? Did it suffer, like other modern terms, from some Arabic problems with the concept? How can we reach that concept and achieve its strategies? These questions and many more can be answered in the following lines.
