Abstract

The role of the university libraries is no longer limited in providing researchers with information resources, carrying out activities or day-to-day clerical work, but exceeded to digitize these resources, including the delivery of Thesis to the largest possible number of researchers, depending on new technologies of information and communication. Which causes an increase in the rates of use of these thesis in different ways, it might be ethical and legitimate and it may also be used in illegal ways, for example the phenomenon of "Scientific plagiarism."
Scientific plagiarism has increased considerably in the last few years in the Algerian universities, which calls for a rethink of mechanisms and strategies to protect this thesis from scientific crimes such as technological, legal or even moral mechanisms, which is being applied by university libraries to face this phenomenon and to protect the scientific researchers.
Therefore, the aim of this study is to determine the role of the Library of The Institute of librarianship in facing the phenomenon of scientific plagiarism of E-Thesis, and figure out the mechanisms in place to maintain the intellectual rights of researchers and promote the ethics of scientific research.
